adoption of Mr. Dawson's recommenda-
tions to be necessary, there does

not seem to be ash ground for
pressing for an increased contribu-
tion from the Imperial Government.
3. Although the immediate
adoption of Mr. Dawson's recommenda-
tions is not considered necessary, I
should be glad if, as suggested by
the Air Ministry in their letter of

the 23rd of March, disposal of land

or developments which would prejudice
the recommendations being carried
out at some future date might, as
far as possible, be avoided.
